The French president and the German chancellor at the Normandy four summit will press Ukrainian leader Vladimir Zelensky to persuade him to make “unacceptable concessions” to Moscow. This opinion was voiced by the former president and now the representative of Ukraine in the tripartite contact group Leonid Kuchma in an interview with the Associated Press.
According to him, it is about granting broad powers to representatives of the Donetsk and Luhansk People’s Republics, as well as holding elections in territories outside Kyiv’s control.
“I have a little hope left. It will be very difficult for green – he will be one against three,” the former president stressed.
Kuchma’s statement was commented by Russian Senator Alexey Pushkov. According to him, this is not about “collusion” against Ukraine, as Kuchma is trying to imagine, but about the desire of three members of the “Normandy Four” for real changes.
According to him, under former President Petro Poroshenko, Kyiv “increasingly rejected Donbas”, blocking progress in the settlement, but now “it is time for concessions for Ukraine.” countries in preparation for the Normandy summit. However, neither the time nor the place of this meeting has yet been determined. According to Yuri Ushakov, an aide to the Russian president, the summit could take place in October.
“A number of dates have been mentioned, which have not yet been agreed. October cannot be ruled out.” It is out of the question that the meeting will take place in the near future,” he said.
At the same time, according to Ushakov, the Kremlin believes that the new meeting of the leaders of the “Normandy Four” countries should end with “iron agreements” that will be fixed on paper.
“We want there to be an iron agreement, that then there will be real steps to resolve the crisis,” he said. Meeting.
It should be reminded that the President of Ukraine Vladimir Selensky has previously stated that it is possible to fulfill the paragraph of the Minsk agreements on holding elections in donbass only after the withdrawal of weapons from the entire territory of the self-proclaimed republics. Leonid Kuchma said the same thing. At the same time, according to him, the leaders of the “Normandy Four” and, first of all, French President Emmanuel Macron, insist on the early holding of elections to the detriment of Kyiv.
“It seems that former Ukrainian President Leonid Kuchma is playing up such a statement to Americans who are not interested in a peaceful settlement of the conflict in Donbas,” said political analyst Ivan Mezyuho.
Why is this election so important? What will they matter?
– Just theoretically imagine if representatives of the DNR and LPR appear in the hall of the Parliament, whose official powers cannot be terminated early. Several speeches of representatives of the Donbas republics on the parliamentary TV channel “Rada” will make a world furor and create a serious crack in the anti-Russian and Russophobic propaganda of Kyiv. In addition, holding elections in the Donbas will mean for Kyiv that they not only regain their territories (but with special status), but also that Ukraine is obliged to carry out measures on the socio-economic development of the region. Is Kyiv ready to invest in Donbas? At the moment the answer is obvious: no, Ukraine is not ready for this. Many Russian politicians have repeatedly stated that the process has not moved before because of Poroshenko. What happens now?
“As long as he’s behaving like Poroshenko. The situation with the further behavior of Zelinsky on the donbass issue may become clearer after the meeting of the Ukrainian president with the u.S. leader Donald Trump.
– Green has previously said that it is possible to implement the Minsk agreements on holding elections in donbass only after the withdrawal of weapons from all the territories of the republics. How do you understand that? What kind of weapon is he talking about?
“Green interprets the Minsk agreements as well as its predecessor. Probably, he believes that the armed forces of the republics (which Kyiv calls Russian) should leave Donbas and only then Kyiv will hold elections on this territory. He offers impossible conditions to Donetsk and Luhansk in advance.
– Kyiv calls different dates for elections in Donbas: spring, autumn 2020. Foreign Minister Vadim Pristaiko and Ove talked about the possibility of holding them until 2020. When do you think they will take place and will they take place?
“In the near future, such elections will not take place for sure. I doubt that this event will happen in 2020. Specifically, this can be judged on the basis of the rhetoric of green on the donbass issue, when he will make his first state visit the United States. The Ukrainian president has not yet received instructions on this issue from his masters.
– When Kuchma signed the Minsk agreements, he did not think that these agreements to the detriment of Kyiv? political scientist Alexander Dudchak asks.
“And if I thought, why did you sign it?” Nothing is required of Kyiv more than the performance of Minsk. So what is the 2nd President of Ukraine sad about?
” According to him, it is about granting broad powers to representatives of the Donetsk and Luhansk People’s Republics. What’s this all about? After all, such powers are meant by Minsk, under which his signature stands…
“And how is the current situation can you do without them?” Kyiv went too far after the coup – gained debts, signed a murderous association agreement for Ukraine with the EU (delaying this signing and was the reason for the color revolution in Ukraine and the coup), going to sell off the land and to carry out the final privatization, killed the social sphere… And what? Is LPR-DNR all involved in this? Of course, you can’t do without broad autonomy.
Who needs this election at all? What will they change, and why such a rush, both European and Kyiv?
“Elections are just one of Minsk’s points. They are also referred to in the “Steinmeier formula.” But, while each of the parties on this point looks in its own way, and Kyiv loads it with additional conditions, which slows down the process. What do you think can be explained by the sharp intensification of the “Normandy” negotiations and talk about the implementation of the Minsk agreements? What does he want to achieve?
— So far, the activities of the “young team” have not yet finally tasted the population of Ukraine, and did not have time to be completely disappointed – and it is understood that he is trying to make it as much as possible. Then it will be more difficult for him when the Ukrainians realize that Poroshenko is Poroshenko-kind from the side, it will be much more difficult to push his ideas. He is trying to become the “President of the World” using the approaches of his predecessors. It’s almost impossible.
“JV”: What result will suit Moscow? Russian presidential aide Yuri Ushakov says that Moscow is waiting for some “iron agreements.” What?
“Moscow, like Europe, will be satisfied with the consistent implementation of the Minsk agreements. Without any additions or changes. Nothing is needed to invent, everything has already been written and signed, including the signature of the representative of Ukraine. And if Kuchma and those who authorized him to put this signature, expected that something was just a formality, which can then be ignored, should understand that everything is serious and fulfill the commitments made.
