The U.S. blacklists three Russian research institutes

The U.S. Department of Commerce’s Bureau of Industry and Security has blacklisted (.pdf) three Russian research centers. U.S. authorities suspect these centers of links to Russian chemical weapons and biological weapons programs.

The 33rd Central Research And Research Institute of the Russian Defense Ministry (33rd CNII; is a leading research organization in the field of radiation, chemical, and biological protection);
48th Central Research Institute of the Russian Defense Ministry (48th CNI; is the main developer of protection against offensive biological weapons in Russia; participated in the development of a coronavirus vaccine together with the Gamaleya Center). The restrictive measures apply to three sites of the 48th Central Research Institute – in Sergiev Posada, Yekaterinburg and Kirov Oblast;
The State Research Institute for Organic Chemistry and Technology (GosNIIOHT; is the main developer of all technologies for the destruction of poisonous substances used at Russian chemical weapons destruction facilities).
“There are reasonable grounds to believe that the 33rd CNII is the object of the Russian Ministry of Defense, related to the Russian chemical program and chemical weapons testing ground and that the State Research Institute is connected with the Russian chemical weapons program… There are also reasonable grounds to believe that the 48th CNI is connected with the Russian biological weapons program,” the document reads.
